Creating new menus in WordPress is a simple process that can be done in just a few steps.

Here’s how to do it:

Step 1: Log in to your WordPress dashboard
The first step is to log in to your WordPress dashboard. You can do this by going to your website’s URL followed by “/wp-admin” (e.g. www.yoursite.com/wp-admin). Enter your login credentials to access the dashboard.

Step 2: Navigate to the Menus page
Once you’re logged in, navigate to the Menus page. You can find this page by clicking on “Appearance” in the left-hand menu and then selecting “Menus”.

Step 3: Create a new menu
On the Menus page, click the “Create a new menu” link at the top of the page. Then enter a name for your new menu and click the “Create Menu” button.

Step 4: Add menu items
After you have created your new menu, you can start adding menu items. You can add pages, posts, categories, custom links, and more to your menu. To add an item, simply check the box next to the item and click the “Add to Menu” button.

Step 5: Customize the menu
Once you have added your menu items, you can customize the menu by dragging and dropping the items to rearrange them, creating sub-menus by dragging items to the right, and editing individual menu items by clicking the down arrow next to the item.

Step 6: Assign the menu to a location
After you have customized your menu, you need to assign it to a location. Depending on your theme, you may have different menu locations available. To assign your menu to a location, click the “Manage Locations” tab at the top of the page and select the location where you want to display your menu.

If you don't want your menu to show up in your theme's default locations, you can typically add your menu anywhere that you can add a widget within your theme/builder as well.
